The Qinhuangdao Economic and Technological Development Zone (QETDZ), owned by Taisheng International Investment Services Inc., is an Industrial Park Development site in Terrace, BC. The City of Terrace and the Kitselas First Nation are joint-venture partners in the Skeena Industrial Development Park (SIDP) of which QETDZ forms a part.
The long term goal is to develop a manufacturing-oriented industrial park, which will be the first of its kind in Western Canada. As the design and engineering consultant, Allnorth is responsible for site development and a detailed engineering plan. Allnorth has been working on the project since 2014, providing project management, survey, tendering, design and construction services.
Design, tendering and construction of the civil works collector road, started in 2017 and was completed in August 2019. Phase 1 development will continue in 2020, and includes major site grading, minor road networks and deep utilities for the 60% of lands already cleared. Phase 2 development will commence after the Phase 1 lands have been partially used up.
Detailed engineering for the water supply system was completed at the end of 2018. The Environmental Impact Assessment (EIA) and property acquisition is still in progress. Construction is scheduled for early 2020. The City of Terrace will be the waterworks owner and operator.
The wastewater treatment plant design was started in 2017 and has been completed to the 30% stage. Further design will continue once the Phase 1 build-out progresses.
At its peak the project is expected to create about 900 construction jobs and ultimately thousands of regional operational jobs.
