The Qinhuangdao Economic and Technological Development Zone, QETDZ, Industrial Park Development project is a 480ha (1,200 acre) industrial land development in Terrace, BC. The land is un?serviced and is developed and serviced in phases over a 13?year period. Initially, about 60% of the area has been cleared of timber in preparation for leasing. The project also includes site grading, stormwater management, roads, water supply, treatment and distribution systems, wastewater collection, treatment and effluent disposal system, coordination with shallow utility providers and permitting from the City of Terrace and Ministry of Environment (BC-MOE).
The feasibility report and preliminary design report for the industrial park development project were completed in the second quarter of 2015.

The water and wastewater facilities are being designed by Allnorth to meet initial anticipated demands and these facilities will be expanded as lots are leased and demand increases. The Environmental Impact Study (EIS) Stage 1 and Stage 2 investigation are completed and concluded that the site is suitable for on-site disposal of treated effluent.
The water and wastewater infrastructure preliminary design and capital cost estimate were completed in the third quarter of 2017. Three production wells and a fourth monitoring well were drilled and tested and the capacity and quality have been considered for the waterworks design.
Detailed engineering for the waterworks was completed at the end of 2018 with detailed Environmental Impact Assessments (EIAs) and other permits in progress. Construction is scheduled for the third quarter of 2021. The City of Terrace will be the waterworks owner and operator.
