Asset Management Plan – Rural Municipality of Moosomin, SK

Municipalities throughout Canada and North America are being either mandated or are realizing that having an Asset Management Plan is part of operating an effective, responsive and financially sound organization.  

An Asset Management Plan first records and then assesses the condition of the municipality’s assets. These assets generally include roads, bridges, buildings, and water and sewer infrastructure. A capital value is then placed on these assets along with its lifespan. This information is then used by the municipality to prioritize their maintenance and capital budgets. The asset plan becomes interactive and is continuously updated by the municipality. As capital improvements take place, they are recorded and asset conditions are updated.  

The Rural Municipality (RM) of Moosomin contracted Allnorth to create an Asset Management Plan and framework. The RM encompasses an area of 566 square kilometres and includes the Village of Welwyn. One of the project deliverables was an interactive georeference map of all of the RM's assets. This information was very beneficial to the RM, providing them with the location of items such as culverts and other infrastructure, enabling them to strategically assign work. This assisted the RM in becoming more productive in the planning and execution of maintenance activities.

  • Annual updates of field condition assessments

  • Capital maintenance improvements
